<Band Threat>

The FCC received thousands of comments during the first few weeks objecting to the use of the 2-meter and 440 ham bands for commercial low earth orbiting satellites. See the July Newsletter or the July QST for more info. Comments by e-mail should be sent to: wrc97@fcc.gov. Written comments, with an original plus one copy, should be sent to: Office of the Secretary, Federal Communications Commission, Washington, D.C. 20554. Each comment should include at the top, "Reference No. ISP-96-005" and "Advisory Committee Informal Working Group 2A."

<Races Report>

The July 4 fire patrol was conducted 3-9 PM Thurs, 3-8 Sat, and 3-5:30 Sun. Eight incidents were reported, including eyewitnessing a car accident and stopping a 5-year old playing with matches. The Fire Services Agency considers our participation an important part of their fire prevention strategy and is expecting our participation during the Labor Day weekend. Video coverage from channels 2, 4, 5 and 7 news were viewed at the meeting. KCBS-FM also gave us airplay throughout the day. We discussed receiving more advance warning of our deployment during Red Flag days. We suggested getting called during a Fire Weather Watch, the meteorological indicator that a Red Flag day is approaching.

The EOC architect's drawings are approaching 95% complete. The radio room will have its own circut panel and ground with room for 4+1 operating positions. The antenna farm will consist of a multiband yagi on a tower with rotator and 2 HF verticals. Ground breaking is scheduled for Nov 96 with move-in Oct 97.

CORE training level 4 is approaching readiness. The advanced earthquake preparedness training will include vegetation management and evacuation training.

Chief Carter proposed conducting a joint simulation exercise with the Fire Services Agency. Our ham radio group will be dispatched with several engine companies and provide the only means of communications for this exercise.

The Fire Patrol Manual is still in the works. The Disaster plan is still in outline form. It will include an activation and notification protocol. The ID card design is almost done.

<AEC Reports>

Training: Chris, KE6SSW is maintaining a mailing list for those interested in the next no-code tech class expected to begin one Wednesday in September.

Operations: Emeryville is looking for communications support during their Centennial parade. Stations 23 and 29 were scheduled to have radios installed after the July 13 meeting. Thanks to all participants.

Administration: Welcome to the meeting: Sid, KE6GYN and Enid, KF6BXI.

<Special Events>

Field Day: With a crank-up 40 foot tower holding antennas and floodlights and a main tarp and two tents full of ham radio gear, it looked like a scene out of M.A.S.H. Lisa's generator kept things humming for 24 hours. And thanks to a couple of Extra class hams from Oak Knoll and Boston, we really raked in the CW contacts. Top it off with great food from Bob and Willie and brandy from David, a good time was had by all. We scored most bonus points, including the coveted Natural Power category, and receiving W1AW. The final count was 264 Voice and 91 CW/Packet contacts with a 100 watt power multiplier for a total of 892 QSO points. Tack on the bonus points for a grand total of 1892. Good work!

National Night Out: Chris, KE6MQW proposed conducting a net on Tues, Aug 6 where participants report the count of each neighborhood group. As this issue goes to press, we hope to have a directory of participating neighborhoods either included in this newsletter or handed out at our next meeting.

Net Control Preamble

QST, QST, QST, this is call sign , name , net control station for the Oakland Neighborhood ARES/RACES disaster preparedness net. The primary purpose of this net is to organize and coordinate volunteer emergency and disaster communications in the city of Oakland.

Although this net is based in Oakland, all amateurs on frequency are welcome and encouraged to check in and participate. This net meets weekly at 19:30 hours, Thursdays, on 146.88 MHz on the WB6NDJ repeater, courtesy of VHF Repeaters Inc.

This is a directed net. Net control will request initial check in by call sign suffix stated phonetically. After you are acknowledged by net control, please identify your station by complete call sign stated phonetically, followed by your name, and your ARES district number, which is the last 2 digits of your Oakland zip code. If your location is outside Oakland, please give your city as your district.

For stations with routine traffic, please advise net control when checking in, or by entering the net with your callsign suffix. Routine traffic will be passed after all stations have checked in. To interrupt the net use "break" for priority traffic, or "break-break" for emergency traffic. Use "contact" if you wish to call a station that has just checked into the net. Otherwise, all stations please standby unless called upon by net control.

As there is no further activity for the net, the repeater portion of the Oakland Neighborhood ARES/RACES net is closed at time hours. Thanks to all stations who participated in tonight's net and we'll look for you again next Thursday at 19:30 hours on this frequency.
