Announcements / Calendar

Races Report

Oakland RACES will have a support role for evacuation of City Hall during the April 25 disaster drill. An activation protocol is being developed. The call quick phone tree may be tested at this time.

The monthly RACES meeting between Deborah, KE6MQV and Jim, N6OIK also discussed the need for ICOM radio training.

Deborah told us that the ID cards she has been handing out are temporary while they expedited the acquisition of a permanent ID making machine. The current system is very labor intensive. In April, Deborah will bring in a scale model of the new OES, provided someone will provide a suitable vehicle to transport it.

The proper protocol for getting permission to use a fire station radio is to contact the Battalion Chief via Deborah Reisman.

Measure I Radio Installation

Radios were installed into station 15 after the February meeting. Installation into station 10 was rescheduled to February 24 due to the holidays. Volunteers signed up for station 25 after the March 2 meeting and for station 16 on March 16 at 10 AM. Ed will do a site check of station 4. If you signed up, bring tools with you.

Training Report

Brian, KJ6LL announced that 36 people signed up for the no-code tech class. On March 6, they are scheduled to talk about how radios are used during emergencies. What is a net, a shadow, a VIP? You are invited to attend this meeting as a guest. It's at the Fire Dept. training center at 7 PM.

On March 13, class members who have passed the FCC test and have received their call signs will conduct an on-the-air training exercise. Tune in to 146.88 to participate. They'll be on-the-air some time between 7 PM and 9 PM.

Tim, KD6CTG will make a large poster of the radios being installed at the fire stations so we could all learn how to use them.

Brian stressed the need for a greater variety of net control operators, motivating several members to volunteer for the first time during February. Good going, group!

Organization

Assistant Emergency Coordinators have come forward to organize the membership. Tim, KD6CTG volunteered to be temporary AEC Liaison, Debbie, KE6MRK is now AEC Administration, Chris, KE6SSW is temporary AEC Operations and Brian, KJ6LL is AEC Training. Temporary AECs have a primary mission of finding a permanent volunteer to replace them, unless they change their mind and take the job. An organizational meeting was held with David, WB6NER at the Hunan, February 20. At that meeting a game plan for 1996 was formulated. Details will be presented at this month's meeting.

Web Site

One day after the last newsletter went to press, the Oakland Web pages went online: http://ousd.k12.ca.us/~mpompa/ares The site improves monthly, so keep checking. The latest addition, among others, is the current net control schedule. Also, when you see underlined text in the newsletter, the online version will have a link to the described page. Mike, KD6PLN will convert any documents and pictures given to him into web pages.

Tidbits

Tim, KD6CTG ordered 10 nomex yellow brush shirts at $46 without stencils. Various stencils will be tried out.

Mark, N6RCG reports that Jerry Boyd is the new East Bay SEC filling a long-time empty slot.

Bob, KE6DVT encourages hams to volunteer for Net Day 96 on March 16. On that day, participants will wire all the California schools for the internet. Sign-ups are on the web: http://www.netday96.com Although ham radio will not be needed for the project, the same skills as running antenna wire thru walls will be applied. And it can't hurt to educate the schools while you're there about the importance of ham radio for emergency preparedness at the same time. Ham radio clubs already exist in several schools.

The VHF Repeaters group meeting will be held this coming March 2 at 8 AM in the same room as and directly before the Oakland ARES meeting. Members of VHF Repeaters are encouraged to attend both meetings. ARES members are encouraged to join the repeater group to gain access to the emergency autodial.

Antenna Ordinance

Chris, KE6MQW reported at the meeting that the proposed application fees will be $900 for a minor use permit and $1900 for a major use permit. The planning commission could still deny the permit even after paying the fee. Bob, KE6IUE will be working with the planning commission staff in March on language exempting Amateur Radio antennas.

LEAGUE SEEKS STRONGER FEDERAL PREEMPTION POLICIES
from the ARRL Letter, February 16, 1996

The ARRL wants the FCC to do more to compel local governments to reasonably accommodate Amateur Radio under FCC rule PRB-1, and apply the least restrictions and regulations to ham antennas and activity. In a Petition for Rulemaking filed February 7, the League seeks revised FCC rules to provide that any antenna restrictions limiting ham radio antennas to heights below 70 feet would be presumed unreasonable. State and local governments could ask the FCC to waive the amendments in unusual situations.

Brian, KJ6LL copied the above QST at 18 wpm and comments: When I was copying this bulletin I thought it must have felt this good to hear the VJ bulletin at the end of World War II. Now, if we could get 1% of the ham community to write the FCC in support of this proposed rulemaking. Everybody wants to complain but nobody takes the time to write.
